PageRank (PR) is a link analysis algorithm that assigns a numerical weighting to each element of a hyperlinked set of documents, such as the World Wide Web, with the purpose of "measuring" its relative importance within the set.
PageRank was developed at Stanford University by Larry Page (hence the name Page-Rank) and Sergey Brin as part of a research project about a new kind of search engine.
While just one of many factors which determine the ranking of Google search results, PageRank continues to provide the basis for all of Google's web search tools.

Google Toolbar PageRank

The Google Toolbar's PageRank feature displays a visited page's PageRank as a whole number between 0 and 10. The most popular websites have a PageRank of 10. The least have a PageRank of 0. Google has not disclosed the precise method for determining a Toolbar PageRank value. Google representative Matt Cutts has publicly indicated that the Toolbar PageRank values are republished about once every three months, indicating that the Toolbar PageRank values are historical rather than real-time values.
